Northamptonshire ICB appoints Deputy Chief Medical Officers

NHS Northamptonshire Integrated Care Board (ICB) is delighted to announce the appointment of Deputy Chief Medical Officers, Emma Donnelly and Naomi Caldwell, to support the delivery of the aims of Integrated Care Northamptonshire. 

ICB Chief Medical Officer, Matt Metcalfe, said: “I’m thrilled to have Emma and Naomi alongside me. We have much to do to improve the health of our population and in a way that is equitable for all. Emma and Naomi are outstanding clinical leaders whose support will be invaluable.” 

Naomi has been a GP in Northampton for over 20 years and is currently Senior Partner at her practice. She also has extensive clinical experience in palliative and end of life care and recently worked as a locum consultant in palliative care during wave one of COVID-19. She has held significant responsibility for clinical oversight of primary care services at system level (formerly with NHS Northamptonshire Clinical Commissioning Group, now ICB) since 2015 and has experience of working alongside senior clinicians to drive programmes of change. 

Naomi said: “I am passionate about equitable and high-quality care and am looking forward to contributing to the clinical leadership team at the ICB, and working with colleagues across the local system to ensure sustainable and long-term improvements in the health and care of our local population.” 

Emma is also a practising Northampton GP. She was first involved in practice-based commissioning as a newly qualified GP in 2006. She was Joint Chair for South Northants locality for the CCG between 2012 and 2014. 

She has been clinical lead for services for children and young people and maternity since 2012, first for the CCG and now for the ICB. She has also held an additional role in urgent care and Northampton General Hospital for the CCG from 2015 until now. 

Emma said: “I am excited by the challenges and opportunities presented in my new role as Deputy Chief Medical Officer.  It is welcome that the ICB values general practice and the experience GPs bring to leadership. I am particularly looking forward to helping to shape services through the opportunities presented through collaborative working.”   

Emma and Naomi will commence as Deputy Chief Medical Officers on 1 March 2023.
